AISA President Neha Bora Challenges Delhi Police Peace Bond Notice in High Court

19 Oct 2026 · Legal News · By LawQuorum

All India Students' Association (AISA) president Neha Bora has approached the Delhi High Court to challenge a police notice that directs her to furnish a personal bond of ₹10,000 and give an undertaking to maintain peace. The notice followed her detention ahead of a proposed protest in the national capital.

Her petition asks the court to withdraw the notice and to stay the proceedings initiated against her. The proceedings were reportedly started under Sections 126 and 130 of the Bharatiya Nagarik Suraksha Sanhita (BNSS).

Bora was detained by Delhi Police on October 16 while she was on her way to join the 'Lehra Do Tiranga' march in the Connaught Place area. She was released early the next morning after formalities relating to her detention were completed.

The notice requires her to furnish the personal bond along with surety, and carries directions meant to ensure she does not engage in activities that could disturb public peace. AISA has questioned the legality of the action, arguing that the restrictions interfere with constitutionally protected freedoms, including the right to freedom of speech and expression and the right to assemble peacefully. The organisation has sought urgent judicial intervention.

The challenge comes amid police action against several activists and protest organisers in connection with demonstrations in Delhi. Cockroach Janta Party founder Abhijeet Dipke was also detained ahead of the October 16 march and was later released after furnishing a bond undertaking to maintain peace.

The Delhi High Court is currently closed for the Dussehra vacation and is set to reopen on October 26. Bora's legal team is understood to be considering a request for an urgent hearing during the vacation. The High Court's response to the challenge is awaited.
