Government Makes BIS Certification Mandatory for Certain Animal Feed Products
The Central Government has notified the Animal Feeds and Feed Ingredients (Quality Control) Order, 2026, making BIS certification mandatory for certain animal feed products. The Order was issued under Section 16 of the Bureau of Indian Standards Act, 2016, and came into force on 12 October 2026.
Under the Order, specified animal feed products must conform to the relevant Indian Standards and carry the BIS Standard Mark under a licence granted by the Bureau of Indian Standards, in line with Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
The products covered are mineral mixtures for supplementing cattle feeds (IS 1664), Dicalcium Phosphate of animal feed grade (IS 5470), and common salt and cattle licks for animal consumption (IS 920).
Compliance will generally be mandatory from 1 April 2027, except for micro and small enterprises. Small enterprises must comply from 1 July 2027, and micro enterprises from 1 October 2027. For this Order, micro and small enterprises are as defined under the Micro, Small and Medium Enterprises Development Act, 2006. Goods meant for export are outside the scope of the Order.
The Bureau of Indian Standards has been designated as the certifying and enforcing authority. Any contravention of the Order is punishable under the Bureau of Indian Standards Act, 2016. Manufacturers of the covered products will need to obtain BIS licences and ensure conformity with the applicable Indian Standards before their respective implementation dates.
The phased schedule gives small and micro enterprises extra time to adjust to the new compliance framework. The measure is expected to strengthen quality assurance and standardisation in the animal feed sector.
